R40 - Water on the anchor locker

The R40 anchor locker is spacious, it fits the windlass remote, up to four fenders and the anchor chain. The locker has two drain holes to the outside, which is great to prevent water accumulation and allow hose washing. However, it has two deficiencies that I do not know how to address as follows:

1) The drain holes aren't the de deepest portion of the locker
The locker is always wet with residual water (see picture).
I am concerned that the chain will corrode and the fiberglass may get impregnated

2) There is no hose to wash the chain and the locker
I would like to install one but I do not know how to get a hose all to way to the anchor locker without punching a hole to the cabin.
